Description
Eurostat Unit B3-Enlargement, neighbourhood and development cooperation is launching this call for tenders in order to seek assistance from external contractors to organise meetings under two lots. Lot 1 involves organising three High-Level Seminars, participation in two Quality Conferences, and attendance of 30 total participants in events indicated by Eurostat, for the European Neighbourhood Policy-East and Central Asian countries over 3 years of the contract duration. Lot 2 involves organising three Forum meetings, participation in two Quality Conferences, and organising six total Principal National Coordinators and Working Group meetings back-to-back with a workshop, of which 3 on-site and 3 on-line for the European Neighbourhood Policy-South countries over 3 years of the contract duration. Eurostat pursues long-standing statistical cooperation with the Eastern Neighbourhood and Central Asia countries in the framework of the European Neighbourhood Policy and EU’s policy in Central Asia. The cooperation covers Armenia, Azerbaijan, Belarus , Georgia, Moldova, and Ukraine. Additionally, Eurostat pursues long-standing statistical cooperation with the Southern Neighbourhood partners in the framework of the European Neighbourhood Policy. The cooperation covers Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine , Syria, and Tunisia. The main purpose of the statistical cooperation support provided to the partner countries is for them to enhance their statistical capacities and produce reliable and timely official statistics. For these data to be comparable with EU statistics, it is essential that the partner countries' National Statistical Institutes (NSIs) are aware of the latest developments and best practices in the field of statistics. This will require regular exchange of information and guidance on key issues and developments in the field of statistics, as well as opportunities for networking and collaboration with EU statistical experts. Most of the NSIs in the region lack the opportunities for regular high-level discussions and exchange of experiences with their EU counterparts, which is crucial for advancing their statistical systems and aligning them with EU and international standards. The envisaged contract duration for each lot is 36 months. The implementation of each lot will start on 1 January 2026.

Eurostat is seeking to acquire the services from external contractors to organise three High-Level Seminars, arrange participation of the Eastern Neighbourhood countries to the 2026 and 2028 Quality Conferences, including the training day, and arrange participation of a maximum total of 30 persons to selected statistical cooperation events, as described in these technical specifications.

Eurostat is seeking to acquire services from external contractors to organise three Forum meetings, organise participation of 9 participants from the Southern Neighbourhood countries in each of the 2026 and 2028 Quality Conferences, including the training day, as well as organise a total of six meetings with the Southern Neighbourhood countries in the format of PNC meetings and/or WG meetings/workshops as described in these technical specifications. Three of the meetings with the Southern Neighbourhood countries will be onsite and three will be in online format.
